He wants to consult the YZF R1 workshop manual for the 98 R1 before he does anything. H e can download it from http://r1-superbike.co.uk/download.php?view.7. A few peep on that forum are quite knowledgeable about the 98 R1 as well.

I think its the same as my Fazer one.
In which case as per Micktls, check free play on cables, there should be a little, but not too much.
Beyond that it may be siezed.
It will need to be removed and cleaned up. Again as per Micktls, carefull with the bush and don't drop it inside the exhaust. I had trouble with the retaining bolts, one of mine sheared off, and the bike was only 3 years old. I had to remove the exhaust and get it drilled and tapped. Not recommended. Use plenty of penetrating oil, and be patient.
It is all fairly straightforward.
Adjustment consists of fixing the valve in place using an allen key or similar between the groove and in the locating hole, switch ign on and off to centre the motor, then adjust the cables with the motor and valve in those positions, there should be a little slack in each cable, but not much.
I found copper grease on all bushes etc and the retaining bolts helped, but I have seen others say this is not recommended.
